The Ministry of Higher Education and Scientific Research is committed to engaging with customers across all our digital platforms with the utmost respect and professionalism. Our goal is to not only meet but exceed your expectations.

In its pursuit of excellence and the highest standards of institutional performance, the Ministry of Higher Education and Scientific Research believes in the importance of fostering robust digital engagement. We are dedicated to providing accessible and innovative channels for communication with all sectors of society and are keen to interact with our stakeholders in a professional manner that ensures their satisfaction.

The purpose of the Digital Participation Policy is to establish clear guidelines, rules and regulations for the use of the Ministry’s digital participation tools. It clarifies the procedures and responsibilities for all users, serving as a foundational reference for managing our online engagement effectively. This ensures that our digital participation practices are successful in promoting scientific awareness and knowledge.

The Digital Participation Policy applies to all topics, opinions, discussions and polls published through the Ministry of Higher Education and Scientific Research’s official digital channels, including our website and social media accounts, regardless of the device used (computers, smartphones or tablets).

The Policy is intended for all stakeholders of the Ministry, including students, faculty, parents, academics and educational institutions.

A: Moderation Policy

The Ministry of Higher Education and Scientific Research welcomes public comments and opinions. We value your contributions and will make every effort to consider them as we work to improve our services. We will not, however, permit content that:

  • Poses a security threat
  • Contains inappropriate or offensive language
  • Violates the privacy of others
  • Violates local laws and/or regulations
  • Is obscene, defamatory or improper
  • Constitutes spam or is for commercial promotion
  • Could be interpreted as prejudicial toward any group based on race, colour, nationality, religion or social status
  • Includes partisan or political discussions
  • Infringes upon intellectual property rights

  • Do not share any content that could compromise security

The Ministry of Higher Education and Scientific Research reserves the right to remove any content that is deemed inappropriate. Prohibited content includes, but is not limited to:

  • Irrelevant remarks or off-topic comments
  • Hate speech or any language that is insulting, disrespectful, or disparaging towards any beliefs or religions
  • Discriminatory content that promotes bias, discrimination, or racism.
  • Illegal content that includes or supports illegal activities
  • Copyright infringement or any content that violates intellectual property rights
  • If the question relates to a private or personal matter, a response should be sent via direct message
  • If the question concerns a wider audience, the response should be posted on the main page
  • If the answer is available on the official website, the relevant link should be shared with the inquirer
  • If the response requires detailed input from a specific department, the inquiry should be directed to the concerned department
  • Responding to participants’ inquiries and collecting opinions and suggestions after ensuring they comply with the code of conduct
  • Analysing all comments, responses and data collected through public participation.
  • Sharing results and decisions with the public via all digital platforms through which the consultations were announced

The Ministry is committed to enhancing community participation in the development and improvement of its services and policies by announcing digital participation opportunities via its website and official social media accounts, in addition to other digital communication channels. These opportunities include various interactive activities such as digital consultations, surveys and polls, co-creation initiatives, focus groups, participatory budgeting and blogs. These activities are designed to enable the public to participate in discussions related to the Ministry’s services, policies and strategic initiatives. Through these activities, the Ministry aims to involve customers and the wider community in decision-making and future planning in a way that meets their needs and aspirations.

All contributions and discussions submitted by the public through the Ministry’s digital participation tools are considered personal and represent the views of their authors only. The Ministry bears no legal responsibility for any misuse of these tools by users. Furthermore, all opinions and comments published by the public do not, in any way, reflect the official position of the Ministry.
