The new Federal Decree-Law on Higher Education: a major step forward for the UAE's higher education ecosystem

Higher education and scientific research worldwide are at a turning point, driven by rapid technological and economic change, the rise of AI and shifting learning models aligned with future job market needs. Against this backdrop, the UAE's Federal Decree-Law on Higher Education and Scientific Research marks a new phase in the sector's development, reflecting a clear and forward-looking vision for the future of higher education in the country.

Beyond establishing a comprehensive regulatory framework, the Decree-Law signals a shift in higher education philosophy from procedures and inputs to value, outcomes and impact. Its goal is not only regulation, but empowerment; enhancing global competitiveness, supporting the national economy and preparing national talent for the future.

The Decree-Law introduces modern governance into higher education through unified national frameworks that ensure quality, transparency and healthy competition among institutions. It also stresses alignment with labour market needs, stronger work experience and closer links between scientific research and real-world applications to support national priorities and deliver lasting impact.

From this perspective, the student stands at the heart of the higher education ecosystem. The Decree-Law places strong emphasis on elevating the student experience and reinforcing trust in qualifications issued by UAE-based higher education institutions, enhancing graduates' career prospects both locally and internationally. It also endorses diverse learning pathways, governed by clear quality standards aligned with global best practices.

In this context, lifelong learning emerges as a cornerstone for building and continuously renewing capabilities. Learning is positioned as an ongoing journey throughout an individual's career and the Decree-Law establishes the conditions needed to enable the shift in philosophy, strengthening the system's resilience and its capacity to adapt to future change.

While the Decree-Law lays a strong foundation, its true impact lies in collective action. Through partnerships with the public and private sectors and with higher education institutions, and based on a shared responsibility, the Federal Decree-Law will shape a higher education system that is agile, competitive and ready for the future.

يمر قطاع التعليم العالي والبحث العلمي حول العالم بلحظات مفصلية ستعيد تشكيل ملامحه للعقود القادمة، ليس فقط بسبب تسارع التحولات التكنولوجية والاقتصادية وبروز تقنيات الذكاء الاصطناعي وما تحمله من إمكانات وفرص وتحديات، بل كذلك نتيجة التغيرات الواسعة في طبيعة أنماط التعلم والمهارات المطلوبة في سوق العمل المستقبلي.\r\nوفي هذا السياق، يأتي إصدار حكومة دولة الإمارات المرسوم بقانون اتحادي بشأن التعليم العالي والبحث العلمي ليؤسس لمرحلة جديدة في مسار تطوير المنظومة، تنطلق من رؤية واضحة لمستقبل التعليم في دولة الإمارات.\r\n
فبالإضافة إلى ما يوفره من إطار تنظيمي شامل ومتكامل، يعكس هذا المرسوم تحولاً في فلسفة التعليم العالي في الدولة، من التركيز على الإجراءات والمدخلات إلى الحرص على القيمة والمخرجات والأثر. فالهدف ليس فقط تنظيم هذا القطاع الحيوي في الدولة، بل تطويره وتمكينه من أداء دوره التنموي بكفاءة أعلى، بما يدعم تنافسيته العالمية، ويواكب احتياجات الاقتصاد الوطني، ويعزز جاهزية الكفاءات الوطنية للمستقبل.\r\n
يرسخ المرسوم مفهوم الحوكمة الحديثة في التعليم العالي، عبر أطر وطنية موحدة، تضمن جودة الأداء، وتعزز الشفافية، وتوفر بيئة تنافسية صحية بين مؤسسات التعليم العالي؛ كما يؤكد أهمية مواءمة البرامج الأكاديمية مع متطلبات سوق العمل، وضرورة تفعيل التدريب العملي، ويركز على ربط البحث العلمي بتطبيقات عملية تدعم الأولويات الوطنية، بما يضمن أن تكون مخرجات التعليم ذات أثر حقيقي ومستدام.\r\n
ومن هذا المنطلق، يشكل الطالب المحور الأساسي في منظومة التعليم العالي، ولذلك يركز المرسوم على تطوير وتعزيز تجربة الطلبة، وتعزيز الثقة في المؤهلات الصادرة عن مؤسسات التعليم العالي في الدولة، بما ينعكس إيجاباً على فرص الخريجين المهنية داخل الدولة وخارجها. كما يدعم المرسوم تنوع أنماط التعلم، وفق معايير جودة واضحة تواكب أفضل الممارسات العالمية. \r\n
ويبرز في هذا الإطار مفهوم التعلم مدى الحياة، باعتباره أحد الركائز الأساسية لبناء القدرات وتحديثها؛ فالتعلم هو مسار متجدد يستمر مع الأفراد في مختلف محطات مسيرتهم المهنية. ويهيئ المرسوم البيئة اللازمة لتمكين هذا التحول، بما يعزز مرونة المنظومة وقدرتها على الاستجابة للتغيرات المستقبلية.\r\n
وفي الوقت الذي يوفر فيه المرسوم بقانون اتحادي إطاراً تشريعياً متكاملاً، فإن المرحلة المقبلة تتطلب تكامل الجهود من كافة الجهات لتطبيقه على أتم وجه. وستحرص وزارة التعليم العالي والبحث العلمي على التعاون مع كافة الشركاء في مؤسسات التعليم العالي، وفي القطاعين العام والخاص؛ لضمان أن يحقق هذا المرسوم بقانون اتحادي الأهداف التي صدر من أجلها، لتكون منظومة التعليم العالي في الدولة أكثر كفاءة وتنافسيةً وارتباطاً باحتياجات سوق العمل المستقبلي. \r\n

The Practical Training Framework for Higher Education Students

Exceptional efforts in governance and enhancing labour market readiness

Amid the rapid transformations taking place in labour markets globally, alongside the accelerating development of technologies and required skillsets, academic education alone is no longer sufficient to prepare university graduates for the needs of economies of the future. Against this backdrop, the Ministry of Higher Education and Scientific Research (MoHESR) has worked to develop a Practical Training Framework, positioning it as a core link between academic education and labour market needs and contributing to the preparation of students with the practical skills and experience required by vital economic sectors.

The framework forms part of a comprehensive national vision aimed at aligning higher education outcomes with labour market needs and enhancing students' future readiness, in line with the objectives of the We the UAE 2031 and UAE Centennial 2071 visions.

In this context, the Ministry issued a ministerial resolution governing the obligations of higher education institutions in the field of practical training. The resolution establishes a clear regulatory framework that ensures the quality and effectiveness of training and strengthens its integration with academic programmes and the needs of economic sectors. The framework emphasises that the educational experience is not limited to academic knowledge alone, but also includes the provision of experience of real working environments that incorporate work experience opportunities under academic and professional supervision, contributing to the development of students' skills and their readiness to integrate into the labour market.

In support of this resolution, the Ministry launched the Guide for Governance of Work Experience as a unified work experience reference for higher education institutions and students. The manual provides guidance on organising practical training in accordance with approved quality standards, defines roles and responsibilities and strengthens supervision, monitoring and evaluation mechanisms, ensuring that work experience is an integral part of the educational journey.

Within the same context, the Ministry also launched the National Practical Training Platform for Higher Education Students, in partnership with the Ministry of Human Resources and Emiratisation and the Emirati Talent Competitiveness programme, Nafis. The platform represents the first national digital system designed to organise and manage practical training through a unified digital environment. It enables university students to register for high-quality practical training opportunities, while allowing public and private entities to offer available training placements, thereby strengthening partnerships between education and the labour market.

The platform contributes to building a unified national database that supports continuous evaluation and enables higher education institutions to develop their academic and training programmes based on accurate data and clear indicators. This enhances planning efficiency and supports the alignment of educational outcomes with future labour market needs.

To ensure the optimal implementation of the new framework, the Ministry organised a series of introductory workshops for higher education institutions. These workshops aimed to explain the platform's features and usage mechanisms, review the guidance manuals, registration processes, training contract management and criteria for selecting training entities and clarify how data can be leveraged to improve the quality of educational outcomes.

The Practical Training Framework opens broad opportunities for establishing strategic partnerships between higher education institutions and various economic sectors, enabling the design of training programmes aligned with students' academic specialisations, labour market needs and quality standards that ensure an effective and integrated training experience. This approach contributes to strengthening integration between theoretical and practical learning throughout the student journey, enhancing graduate competitiveness and supplying the labour market with qualified national talent.

Accordingly, the governance framework for work experience represents a comprehensive national model that reflects the UAE's commitment to investing in human capital and building generations that possess both theoretical knowledge and work experience , and that are capable of contributing to the development of a sustainable, competitive, knowledge-based economy.

\r\nفي ظل التحولات المتسارعة التي يشهدها سوق العمل عالمياً، ومع التطور المتزايد في التقنيات والمهارات المطلوبة، لم يعد التعليم الأكاديمي وحده كافياً لإعداد خريجي الجامعات لمتطلبات المستقبل. ومن هذا المنطلق، عملت وزارة التعليم العالي والبحث العلمي على تطوير منظومة التدريب العملي باعتبارها حلقة وصل أساسية بين التعليم الأكاديمي واحتياجات سوق العمل، تسهم في إعداد طلبة يمتلكون المهارات العملية والخبرات التي تتطلبها القطاعات الاقتصادية الحيوية. \r\n
وتأتي المنظومة ضمن رؤية وطنية شاملة تهدف إلى مواءمة مخرجات التعليم العالي مع متطلبات سوق العمل، وتعزيز جاهزية الطلبة للمستقبل، بما ينسجم مع مستهدفات رؤية \"نحن الإمارات 2031\" و\"مئوية الإمارات 2071\".\r\n
وفي هذا السياق، أصدرت الوزارة قراراً وزارياً بشأن حوكمة التزامات مؤسسات التعليم العالي في مجال التدريب العملي، ليضع إطاراً تنظيمياً واضحاً يضمن جودة التدريب وفاعليته، ويعزز تكامله مع البرامج الأكاديمية واحتياجات القطاعات الاقتصادية. ويؤكد هذا الإطار أن التجربة التعليمية لا تقتصر على معلومات علمية، بل تشمل توفير بيئات عمل حقيقية يتخللها فرص تدريب عملي بإشراف أكاديمي ومهني، تسهم في صقل مهارات الطلبة وتأهيلهم للاندماج في سوق العمل.\r\n
ودعماً لهذا القرار، أطلقت الوزارة الدليل الإرشادي لحوكمة التدريب العملي ليكون مرجعاً عملياً موحداً لمؤسسات التعليم العالي والطلبة، والذي يوفر إرشادات لتنظيم التدريب العملي، وفق معايير جودة معتمدة، وتحديد الأدوار والمسؤوليات، وتعزيز آليات الإشراف والمتابعة والتقييم، لضمان أن تكون تجربة التدريب العملي جزءاً أساسياً من الرحلة التعليمية.\r\n
وفي هذا السياق أيضاً تم إطلاق المنصة الوطنية للتدريب العملي لطلبة التعليم العالي بالشراكة مع وزارة الموارد البشرية والتوطين ومجلس تنافسية الكوادر الإماراتية - برنامج \"نافس\"، حيث تشكل المنصة أول نظام وطني رقمي، يهدف إلى تنظيم وإدارة التدريب العملي، عبر بيئة رقمية موحدة، وتتيح للطلبة الجامعيين التسجيل في فرص تدريب عملي نوعية، وللجهات الحكومية والخاصة عرض الفرص التدريبية المتاحة لديها، بما يعزز الشراكة بين التعليم وسوق العمل.\r\n
وتسهم المنصة في بناء قاعدة بيانات وطنية موحدة تدعم التقييم المستمر، وتتيح لمؤسسات التعليم العالي تطوير برامجها الأكاديمية والتدريبية استناداً إلى بيانات دقيقة ومؤشرات واضحة، بما يعزز كفاءة التخطيط، ومواءمة مخرجات المؤسسات التعليمية مع احتياجات سوق العمل في المستقبل.\r\n
ولضمان تطبيق المنظومة الجديدة بشكل مثالي، عقدت الوزارة سلسلة ورش عمل تعريفية لمؤسسات التعليم العالي، وذلك لشرح خصائص وآليات استخدام المنصة، إلى جانب استعراض الأدلة الإرشادية، وآليات التسجيل، وإدارة العقود التدريبية، ومعايير اختيار جهات التدريب، إضافة إلى توضيح كيفية الاستفادة من البيانات في تحسين جودة المخرجات التعليمية.\r\n
وتفتح منظومة التدريب العملي آفاقاً واسعة لعقد شراكات استراتيجية بين مؤسسات التعليم العالي ومختلف القطاعات الاقتصادية، لتصميم برامج تدريبية تتماشى مع تخصصات الطلبة واحتياجات سوق العمل، وتخضع لمعايير جودة تضمن تجربة تدريبية فعالة ومتكاملة. ويسهم هذا النهج في تعزيز التكامل بين الجانبين النظري والعملي في رحلة الطالب التعليمية، ورفع تنافسية الخريجين، ورفد سوق العمل بكفاءات وطنية مؤهلة.\r\n
وبذلك تمثل منظومة حوكمة التدريب العملي نموذجاً وطنياً متكاملاً، يعكس التزام دولة الإمارات بالاستثمار في رأس المال البشري، وبناء أجيال تمتلك المعرفة النظرية والخبرة العملية، قادرة على المساهمة في بناء مستقبل اقتصاد معرفي وتنافسي مستدام.\r\n\r\n\r\n

An integrated participatory ecosystem

This manual establishes an integrated participatory ecosystem, connecting students, academic institutions, and training entities.
Each plays a vital role: (the student learns and grows, the training entity empowers and mentors, the academic institution supervises and ensures quality). Through this synergy, practical training becomes a living classroom - a true learning environment that cultivates excellence and builds trust.

Quality before hours

In the past, internships were measured by duration.
Today, the measure is quality, not hours - it's about what skills the student gains, not how long they spend.
Hence, the governance framework sets clear standards for monitoring, evaluation, and implementation, in collaboration with the Ministry of Human Resources and Emiratisation, ensuring every experience is meaningful and transformative.

At the Ministry of Higher Education and Scientific Research, our mission is clear: to create a world-class higher education system that reflects our nation's vision and puts students first. We are transforming the academic journey - starting from public education, through university admissions and registration, to qualification, recognition and integration into the workforce - ensuring the entire process meets the highest international standards.

Guided by the Zero Government Bureaucracy Programme, we are redesigning our services for speed, efficiency and simplicity. Leveraging advanced digital infrastructure, we are removing obstacles, enhancing experiences and shaping a seamless educational pathway that empowers every student to succeed.

In line with our unwavering commitment to simplifying and accelerating the recognition of academic,technical and technological qualifications issued from outside the UAE, the Ministry is introducing a new system that reduces procedures while maintaining the highest international quality standards. The pilot phase has already delivered remarkable results; cutting requirements by more than 70%, reducing required documents from 14 to just four, and lowering rejection rates from 8.3% to 3.5%. The number of completed recognition requests has increased by over 110% compared to last year.

The recognition system now links directly with national scholarship agencies, enabling automatic recognition of qualifications issued inside the UAE and adopting two unified criteria. This ensures faster entry into the workforce or smoother progression to postgraduate studies.

To help Emirati students studying abroad make informed decisions, the Ministry has introduced digital tools aligned with Resolution No. (5) of 2025 regarding the Standards for UAE Nationals Studying Abroad in Higher Education Institutions, which was issued by the Education, Human Development and Community Development Council. By guiding students toward globally recognised institutions and encouraging enrolment across a diverse range of countries and universities, we ensure they receive quality education, avoid lower-ranked institutions and gain enriched cultural and academic experiences.

The Ministry also offers an information service about academic programmes abroad for UAE Nationals, providing an updated list of accredited universities and majors based on international rankings across most fields. Students can also use this service to appeal a decision denying qualification recognition or request an exception to Resolution No. (5) of 2025 regarding the Standards for UAE Nationals Studying Abroad in Higher Education Institutions. Each student may file an appeal or a request for exception only once, and appeals or requests for exception must be submitted within three months of receiving the decision denying recognition. 

In a significant leap forward, the Ministry has also launched the updated Unified Admission System for Emirati Students, which is an advanced digital interface that streamlines applications to institutions within the Unified National System. More than 60 higher education institutions joined the system. The upgrade has cut application time to just 90 seconds, reduced required fields and documents by 86% and enabled automatic data retrieval from government entities, creating a personalised experience for each student.

To ensure a smooth rollout, the Ministry held training workshops for students, parents and school advisors, equipping them with the knowledge to navigate the system efficiently and benefit from its enhanced capabilities.

Through these diverse initiatives, the Ministry of Higher Education and Scientific Research reaffirms its commitment to delivering a seamless academic journey, from planning university studies to graduation and successful entry into the job market. This approach enhances the student experience, drives academic excellence and strengthens the nation's global standing in higher education.

\r\nتعمل وزارة التعليم العالي والبحث العلمي على إرساء منظومة تعليم عالٍ بمستوى عالمي، تعكس رؤية الدولة الرامية إلى تزويد الطلبة بتجربة تعليمية متكاملة تواكب أرقى المعايير الدولية. وانطلاقاً من القناعة الراسخة بأن الطالب هو محور العملية التعليمية، تواصل الوزارة تطوير خدماتها وأدواتها الرقمية، وإعادة تصميم رحلته التعليمية منذ مرحلة التعليم العام، مروراً بمراحل القبول والتسجيل الجامعي، ووصولاً إلى الاعتراف بالمؤهلات الأكاديمية والاندماج في سوق العمل.\r\n

\r\nتضع الوزارة الطالب في صدارة أولوياتها، وتواصل العمل على إعادة تصميم خدماتها، بما يحقق مستهدفات برنامج \"تصفير البيروقراطية الحكومية\"، لضمان وصوله إلى أفضل الخدمات وأكثرها فعالية وكفاءة، دون أي تأخير أو تعقيدات. وتعتمد الوزارة في ذلك على بنية تحتية رقمية متطورة، تسهّل جميع مراحل المسيرة الأكاديمية.\r\n

\r\nوفي إطار جهودها المتواصلة لتبسيط معايير الاعتراف بالمؤهلات الأكاديمية والفنية والتقنية الصادرة من خارج الدولة، استحدثت الوزارة نظاماً جديداً يهدف إلى تقليص الوقت والجهد والوثائق المطلوبة، مع ضمان أعلى مستويات الجودة، بما يتماشى مع المعايير التعليمية العالمية. وقد حقق الإطلاق التجريبي للنظام المحدث نتائج بارزة، تمثلت في تقليص الاشتراطات بنسبة تفوق 70% مقارنة بالنظام السابق، وزيادة عدد طلبات الاعتراف المنجزة بنسبة تفوق 110% مقارنة بالعام السابق، وخفض عدد المستندات المطلوبة من 14 إلى 4 فقط، إضافة إلى تقليل معدل الاعتذار عن الطلبات من 8.3% إلى 3.5%. \r\n

\r\nكما يتيح النظام المحدث الربط مع مختلف جهات الابتعاث داخل الدولة؛ لإصدار الاعتراف التلقائي بالمؤهلات، عبر اعتماد معيارين موحدين فقط، ما يسهل على الخريجين الالتحاق بسوق العمل، أو مواصلة دراستهم العليا بسهولة ويسر.\r\n

\r\nوحرصاً على تمكين الطلبة الإماراتيين الدارسين في الخارج من اتخاذ قرارات تعليمية مدروسة، وفّرت الوزارة مجموعة من الأدوات الرقمية التي تتوافق مع المعايير التي حددها القرار رقم 5 بشأن حوكمة دراسة التعليم العالي للطلبة المواطنين خارج الدولة، والصادر عن مجلس التعليم والموارد البشرية والمجتمع، وذلك بهدف ضمان التحاق الطلبة بمؤسسات تعليمية معترف بها عالمياً، وتفادي الدراسة في جامعات ذات تصنيف أدنى من نظيراتها في الدولة، فضلاً عن توزيع الطلبة على جامعات ودول متنوعة، بما يثري تجاربهم الثقافية والأكاديمية. \r\n

\r\nوتشمل الأدوات التي وفرتها الوزارة خدمة الاستعلام عن البرامج الدراسية في الخارج للمواطنين، والتي توفر قائمة محدثة بالجامعات والتخصصات المعتمدة، وفقاً للتصنيفات العالمية، بما يغطي معظم المجالات الأكاديمية، وخدمة طلب إعادة النظر والاستثناءات التي تتيح للطلبة تقديم طلب لإعادة النظر في القرار المتعلق برفض الاعتراف بالمؤهل، أو تقديم طلب استثناء من قرار حوكمة دراسة التعليم العالي للطلبة المواطنين خارج الدولة، وذلك لمرة واحدة فقط خلال مدة أقصاها ثلاثة أشهر من تاريخ استلام القرار. \r\n

\r\nوفي خطوة نوعية، أطلقت الوزارة النسخة المحدثة من نظام القبول الموحد للطلبة المواطنين، واجهة الخدمات الرقمية المتطورة الهادفة إلى تسريع وتبسيط إجراءات التقديم لمؤسسات التعليم العالي المدرجة ضمن النظام الوطني الموحد، حيث وصل عدد مؤسسات التعليم العالي التي انضمت إلى النظام المحدث لأكثر من 60 مؤسسة. وقد شملت التحسينات تقليص وقت التقديم إلى دقيقة ونصف فقط، وخفض الحقول والوثائق المطلوبة بنسبة 86%، وجمع البيانات تلقائياً من الجهات الحكومية لتقليل الإدخال اليدوي، وتخصيص تجربة الطالب بناءً على بياناته المسجلة. ولضمان استفادة جميع الأطراف من النظام المطور، نظمت الوزارة ورشاً تعريفية وتدريبية للطلبة وأولياء الأمور والمرشدين الأكاديميين في المدارس، لتوضيح آليات التقديم وضمان إتمام العملية بسهولة ويسر.\r\n

\r\nومن خلال هذه المبادرات المختلفة، تؤكد وزارة التعليم العالي والبحث العلمي التزامها الراسخ بتوفير رحلة تعليمية سلسة ومتكاملة، تبدأ من لحظة التخطيط للدراسة الجامعية، مروراً بجميع المراحل الأكاديمية، ووصولاً إلى التخرج والاندماج الفعّال في سوق العمل. وبهذا النهج، تواصل الوزارة الارتقاء بتجربة الطالب، ودعم تميزه الأكاديمي، وتعزيز تنافسية الدولة عالمياً في مجال التعليم العالي.\r\n

In a practical step that reflects the Ministry of Higher Education and Scientific Research (MoHESR)'s trust in the capabilities of young national talents, and its vision to empower and support them to become a global model of leadership and future-making, the Ministry has announced the formation of its Youth Council. This initiative offers young professionals working within MoHESR a dynamic and interactive platform via which to voice their ideas, influence decision-making and contribute to shaping the future of higher education in the UAE.

The newly established Youth Council will enable the Ministry's young employees to share their ideas and expectations, launch initiatives and propose innovative solutions that will support government performance and enhance MoHESR's strategic goals and priorities.

Alongside empowering youth to participate in decision-making within the Ministry, the Council will also focus on developing its members' leadership skills and capabilities, preparing them to become future leaders in the higher education and scientific research sectors.

The formation of the Council represents a long-term investment intended to empower the innovation and creativity of national talent, not only through  sharing  ideas ,but also by putting forward initiatives and projects that address the needs and aspirations of Emirati youth, in alignment with the Federal Youth Authority's approved Youth Empowerment Framework.

At MoHESR, we look forward to the Council playing a pioneering, impactful role in realising the nation's ambitious vision of building a competitive, knowledge-based economy,  strengthening its position as a global hub for academic excellence, and serving as a platform via which we can foster a more inclusive and direct approach to engaging with all segments of society, particularly youth, who are the cornerstone of building the future.
